I went on a trip to Atlantic City this past weekend.
Most stretches of beach had families and topless sunbathing seems to be discouraged-or
least not practiced when I was there. There was a foreign crowd in front of
the hotels and casinos, but it seems Atlantic City's policy is to be "family-friendly."
(I asked a lifeguard if topfree was practiced and he said no.)

Hi, my wife and I just returned from a weekend at Atlantic City, New Jersey and topfree is very common, especially during June through September. There is a large European and Canadian population during these months. The attitude of the beach patrol and local law enforcement is very positive. They allow it to take place on blankets, lounge chairs and in the water. They occasionally receive a complaint of someone in a thong or topless and they recommend to the party complaining to just move to another location if it upsets them, I spoke to a local Police officer and both a male and female lifeguard and they all said there is no problem with topfree and it is openly practiced and acceptable.
