My wife and I recently went to Bali for our honeymoon. In comparison to the pre-bombing days, it is desolated. Not many tourists were visiting and therefore, quite quiet with no one bothering us accept for street vendors that can be a nuisance.

We stayed at a couple of beaches for the duration of our stay. First it was Nusa Dua which is an exclusive area with mainly European tourists. Not many of them are topless. My wife went topless there with just her thong and the people don't seem to care. (There are so little of them.)

Seminyak beach was a little more crowded with a few beach vendors, we did not stay there for long. My wife did not feel comfortable enough to go topless there, only in her thong bikini.

However, Bali is so quiet that most of the hotels there are actually way under occupied. We stayed at this boutique hotel for dirt cheap and we are the only guests. We ruled the pool!! We had a great relaxing time there.
