My wife and I stayed at the Coral Hamaca in Boca Chica, and topfreedom is very accepted there. The resort is a family resort, however many guests are from Europe, so this practice is more accepted. I would say in the hottest part of the day, approximately 30% of the women were topfree, with no hassels. My wife was very comfortable being topless there. There are signs forbidding toplessness at the pools, but this is to provide a place to play with the kids if the parents are not cool with toplessness.
