My friends and I have been to Camp Gaea a couple times. It is about 45 minutes from downtown Kansas City, north of 70 on the way to Lawrence. The camp is a spiritual retreat center and has a lake with a beach. Both times we have been there we have seen topless women. Seeing them we have gone topless too. It is a very comfortable atmosphere--you see mothers topless playing in the water with their children, people relaxing in the sun. Great to place to go topless near Kansas City!
