Discreetly you can go topless at the Cecil Hardin State Recreation Area. It is about an hour west of Indy.

There is a main beach that I've never tried going topless at, other than on my stomach and putting it back on before I sit up; I've never seen anyone else with a top off. A thong or two though.

Go past the main beach, past the campgrounds and turn left before the boat ramp. At the end of that road there is a parking lot and a peninsula to the right of the parking lot. There is a little beach on that peninsula that I go to tan topless, and I've never had any problems. Since it's not the official beach, anyone who is there is a little more open to less clothing, and a lot of times during the week it is very sparse. I've only seen one or two other women topless there, but I've always felt comfortable topless at my towel...I gauge the crowd before I get up to walk to the water topless...sometimes I do, sometimes I don't.
