My girlfriend and I were at Chronkite/Rodeo Beach by the Marin Headlands and she was topless for 2-3 hours. There were a few families around but they seemed to have no problem with it. We've been there a few times since and have seen other women topless. There are a few surfers there but they have been very distant from it. Our recommendations!
