I have been to 3 different trips to Cuba (as a Canadian, we were always allowed), 2 of which were top-free friendly: Delta Las Brisas in Guardalavaca, and Tryp Cayo Coco in Ciego de Avila. With 2/3rds of the tourist contingent hailing from Europe, there was a good 50% of women going topless, myself included. Locals will not bother you, however they will gawk from the distance in some instances. Authorities turn a blind eye, as does hotel staff. While is is not designated to an area, or encouraged, toplessness is commonplace. The one resort where I was unable to go topless was because there was a Canadian majority there, with few if any Europeans. One Canadian woman went topless, and was quietly asked to put her top on by the hotel management, as there had been a complaint from another Canadian.
