My wife and I stopped at Cozumel in August this year. We went to two public beaches and found absolutely no topfreedom. My wife, who has gone topless before, didn't want to be the only topless women on the beach. The farthest she would dare was to pull her bikini top so that the tops of her breasts with some nipple were exposed. The atmosphere did not allow for any more than that. More like an American beach than European.

We made a day trip. It is a great place for snorkeling. Topfreedom is not common there except when cruise ships with tourists come by and sunbathe topless at the less crowded beaches. Silvia didn't wear a top under her t-shirt so she snorkeled topless & felt a little bit uncomfortable being alone.
