My wife and I have just returned from a week in
Croatia (Plat, near Dubrovnik). The attitude to topless bathing was typically
relaxed, but not as common as expected in that area. I put this partly down
to the fact that as it's early in the season and the influx of outsiders during
school holidays hasn't started yet. They were mostly locals and like here on
the south coast of England people don't like to expose as much in front of people
they live close to!
There were a small number of topless bathers by the pool and some swam topless
too. On the busier beaches there were only about 20% of adult females topless
at the most at one time. Thongs were very rare and only my wife was wearing
one on most occasions. She walked around in a thong, but not topless, but she
probably would've been fine doing that on any beach and at the pool side. The
guys on the beaches appreciated it (don't believe what some people say about
men in Europe not getting great pleasure from a lot of flesh; I've been to a
lot of European beaches and they get the same thrill as American males!); Some
older women had either a dissaproving or approving look. No negative comments
and children don't even give such things a second glance, which gives hope for
the future.
Croatia isn't the best country for topless bathing, but OK.

You can call Croatia a real topfree country. Topless is legal and accepted on ALL beaches in Croatia. Croatia has more than 1000 islands and a coast (Adriatic sea) more than 4000km long (including islands). So you can imagine that there are hundreds of beaches. And no matter is it a official beach or more isolated one, topless is everywhere. That is not strange if you know that Croatia is also a naturist friendly country with a naturism history that goes way back into early 1930's.
