Nearly all the beaches in Curacao are top-optional. It's quite easy to spot the American women, with their tan lines. However, at the Princess Beach (and nearby Mambo Beach) the ratio of clothed to topless is about 1:1. Mostly a Dutch and German crowd. No gawkers, either. It's a very comfortable place to do it. (But watch the use of sunscreen!) Only thing: I think I'm on some guy's (Dutch) web site, since I don't sag! He was busy taking pictures w/ a digital camera. I'm still looking for that site!
