My wife and I have been to East Beach on Galveston twice, both of us only wearing thong bottoms during the middle of the week. The crowd was very thin, compared to what it's like on weekends, so I suspect there is more tolerance at such times. The police do patrol the area and clearly saw us, but they just waived. While top free is not expressly forbidden by Texas law, I do understand that women can be cited for creating a disturbance if there are complaints. It was nice to see that the police do not take it on themselves to complain, though.
