My wife and I spent a week in Fethiye last summer. We stayed in Lykia World, Oludeniz (Dead Sea) Fethiye and topless was usual. There were some local women (of course not all of them) who wore tops, but nearly all the women under 40 were topless at the pool and at the beach. Most of them were from Germany and other European countries. My wife wore a small thong bikini and she was really comfortable, since there were other women and men in thongs. Some of them were changing their clothes without a towel on the beach since it was a private beach for the resort. But the situation is the same for public beaches in southern part of Turkey (except the changing clothes without a towel).
