We have seen the reports about areas near us and also find two parks around Alexandria, about eight miles south of Arlington, to be topfree friendly. One is called Gravelly Point, just north of National Airport on the George Washington Parkway. It is a very large open grassy field near a bike path, and has plenty of space to spread out for topfree tanning. The second place is Daingerfield Island Marina, a bit farther south on the same GW Parkway, just before you get to Alexandria. There is also a large grassy open area for relaxed sunbathing. We usually go together; the Daingerfield Marina sometimes has athletic events, but when teams aren't playing there are few people and no incidents that we know of.
