Mykonos Island in Greece is definitely the best
place to be topless, I can say that in most of the beaches topless women were
the majority. The following are the ones I visited:
Paradise Beach: Beautiful sand and water, Beach restaurants and bars everywhere
and people from all over the world. about 50% topless (They say that it is a
lot higher during high season in July-August).
Super Paradise: The most beautiful beach on the Island, reachable only by car
and frequented by younger crowds. Also about 50% topless.
Agrari: Very quiet and less visited than other beaches. Also more toplessness.
Plati Gialos: Beautiful beach and the most developed (The nicest hotels are
there) but also, the least ratio of topless. I estimate, about 15%.
In general I felt great. This was the second time I took my top off on the beach
, and after a few seconds of insecurity, I felt really great. My husband also
enjoyed a lot to see me uninhibited.

In Greece every beach is a topless
beach. So, nobody will tell you that you can't be topless. My
favorite beaches in Athens for topfreedom are Alimos beach and
Palaio Faliro beach. Those two beaches are really near each other.
I can't wait for the next summer to go topfree again. It is o.k.
for all ages to go topless, and most of the topless women even
walk around the beach, go into the water, or play rackets while
still being topless.
All women that like topfreedom should come to Greece. You will
like it very much like we do and you will look forward for your
next trip to Greece.

In short, in Greece topfree is o.k. in most areas, except in some places with a stronger religious background (Patmos, for example). My wife went topfree in Rhodes, Crete, Mykonos among others, and was part of the crowd.

Going topless on the beach or at resort hotel pools is legal and widely practiced. Some localities have unilaterally opted out of the topfreedom legislation and have declared themselves topless free zones. One such place is Loutro a small village on the south coast of Crete where what little beach there is, is right in the village center. It's best to be cautious in any small place like this particularly if a church overlooks the beach. In popular tourist areas going topfree is fine even when the beach is visible from the street or a busy road.
