I just moved here recently and I have been to Hillsdale Lake State Park three times already this year. It has two beaches, one in the main park, and the other called Windsurfer beach, near the Army Corp of Engineers. At the beach in the park I have not seen anyone topless, and only one woman in a thong other than myself, but at the windsurfer beach toplessness seems to be accepted completely. So far it has not been crowded, so I'm not sure what it will be like when families hit there for the summer, but there is no lifeguard and clothing seems to be pretty much not a factor. I've seen a few other girls with their tops off, so I have been comfortable in a thong and topless.
