I've been to Indiana Dunes Park several times and gone topless. I wouldn't say that you see someone topless every time you go, and I am usually the first to take off my top. But it's not uncommon for other women to follow suit. (or no-suit...ha) I have felt completely comfortable, aside from the occasional gasp when people first see me...but you get used to that.

I would stay away from the lifeguarded beach by the main parking lot, but other than that the place is wide open. I wouldn't park right next to a family and take your top off though...they might complain. You see more and more thongs as the years go by too.

My husband and I have been to Indiana Dunes National Lakeshore quite a few times this summer (and past summers). There is always somewhere to lie out topless. There is one area really close to the main parking area where there are lifeguards and toplessness is frowned upon. Beyond that, once you are out of clear sight of the lifeguards, you can go topless all you want. I have had no problem going topless, but on the busy days you may have a problem finding a spot to lie out.
