Jane's Island State Park in Crisfield Maryland has something called the six mile beach, which is a stretch of white sand beach on the edge of the Tangier Sound. It is accessible only by boat, though the park does have a dock out there to moor boats and kayaks, as well as well marked "water trails". Typically, Maryland state parks are pretty open to the idea of topfreedom, especially on weekdays or on non-crowded beaches. Don't do anything to MAKE a ranger approach you while sunbathing topfree (like shooting a gun or fistfighting, etc.) and they won't bother you, that's how actual rangers have described it to us, off the record. When Katherine and I go, we kayak from the mainland part of the park and leave our kayaks at the pier to walk to the beach. It takes about 30-45 minutes of moderate paddling to get there, but is SOOOO worth it. Beautiful spot, laid back atmosphere and relaxed rangers. Katherine usually wears a thong only, and we have met two other couples similarly attired. It's work to get there, but worth it.
