I use the south end of Jekyll Island to do topless sunbathing. This section is not developed (And will never be because state laws have set a maximum development and Jekyll has reached that already). It is quiet and stretches for miles so you can easily see if anyone is coming. I don't know how much of this is accepted by islanders or the law enforcement. So I usually will cover up when someone is walking or riding by.

The safest beach we have found is in Jekyll Island south of Brunswick Georgia. Pay the toll at the entry to the island. Drive to the stop sign, and turn Left. Drive about 3 miles or so until you come to well-groomed soccer complex on the left. Drive in there, between the fields, and park near the trees. Walk out on the boardwalk, around 100 yards. Turn right when you get to the beach and walk another 100 yards or so and there will not be anyone there. There are beach patrols on 4-wheelers, but you will have plenty of warning. Thongs on men and women are well accepted and you do not need to cover up for that. Feel free to walk the beach in your thong and topless, carry your top if you need to put it on. People will ride by on bikes and walking, no need to cover up for this. There are no bathroom facilities so bring paper and a shovel or hit the water to pee. It is a bit of a walk but well worth it. During the week, Mon - Friday, the place is absolutely deserted and you do not need to walk more than 25 yards from the boardwalk right or left to sunbathe topless. You can also move up into the dunes if you are shy but that is generally discouraged because they are fragile and during certain times of the year you can disturb turtle nesting areas, better to avoid them. Bring a towel, beer, water, and some food. Stay all day and hope to see you there! There are plenty of affordable hotels on the island, choose any of them and you will love it. Very quiet and not a flashy or crowded island.
