My boyfriend visited Greenwich Park for four consecutive days during the summer. I tanned topless for the entire time, Idid get a few stares but nothing major. There were a few other woman doing the same.

Some city parks: certainly Hyde Park (including the Serpentine Lido), Hampstead Heath and Brixton Lido. Other Parks can be, but topless girls may not always be in the majority.

One thing about the English - the hotter it gets, the more they lose the inhibitions.
