I recently moved to Perth in Western Australia. The beaches here are beautiful. Much better than most in the world I'd have to say.

Many of the beaches will have a few women sunbathing topless. A popular beach for top freedom is North Cottesloe - which is in between the popular, more family-oriented Cotteslow and the nude beach in Swanbourne. What I found, is that there's a safety in numbers mentality. Sometimes no one will be topless, but as soon as someone starts, gradually more and more people follow. So don't be self-conscious to start the ball rolling - I usually do! It is not uncommon on the warmer days to have I'd say about 50-60% being topfree.

Because of the late sea breezes, most sunbathers will leave by the mid afternoon. Most top free bathing is done in the morning until the noon.

I've never had any problems sunbathing in North Cottesloe in anything more than a thong. Most passers by at most give a quick look and continue on their way.
