For as long as I can remember it is completely normal to sunbathe topless in the Netherlands. On and around all Dutch beaches you can see women without tops sunbathing, swimming, walking around or having a drink or a snack in one of the beach bars. Personally I don't even own a bikini top. I never wear one so I don't bother buying them anymore. I think it is quite strange that topless is illegal in some countries. I can understand that some people have problems with seeing other people completely naked (although I don't have any problem with it myself), but I don't understand the problem anyone can have with uncovered breasts. In a bikini top the shape of your breasts is shown anyway.
