At this point (mid-2000), complete topfreedom for women in Ontario is more theoretical than practical. There was no change in law by the Ontario government to allow topfreedom. What happened was that in 1996 the highest court in Ontario threw out a charge of indecency against a topfree woman.
Because this change came about in case law, its universality in Ontario or other provinces has not been established. Its applicability has been countered by some municipalities who have passed their own bylaws against women's bare breasts. In my view, these are unconstitutional, but it will take a big effort to overthrow them.

In general topless freedom for women is now completely legal in the province of Ontario and there are many areas where it is practiced.
Both my wife (who loves to sunbathe topless) and I have noticed that in most cases if a few women remove their tops at a beach in Ontario then others will follow. As she says...it is up to the girls...it is now legal and if we want to raise the acceptance of topless sunbathing at Ontario beaches then it is up to the girls to not even think about it and start removing their tops at the beach. The fact is that the more women who do it, the less it will freak people out, until eventually it will become completely accepted.

I could not see any mention of Ontario, Canada on your website. It was a VERY big deal two years ago, when the provincial government changed the law to allow women to go topless anywhere it is acceptable for men. I thought that this was very unusual, is it not? I don't know how much you know about Canada, but it enjoys about 3 or 4 months of 80-90 degree sunny weather.
