Just returned from a week at Sharm-el Sheik in Egypt.
Stayed at the Domina Coral Bay where approximately half of the tourists are
from Italy, a large Ukrainian contingent, and then some Germans, French and
Estonians. We were pleasantly surprised by the fact that approximately thirty
to forty percent of the women were topless on the beach although it was rare
that they would walk around topless. There was no leering or staring. My wife
felt very comfortable being topless at this resort. Absolutely no hassles from
anyone.

Hurghada and Safaga in Egypt on the Red Sea are basically topfree. All beaches permit toplessness - the extent to which it is practiced depends on the type of guests. At the Mirette in Hurghada one week was virtually 80% top free, the next week, different guests, less than 30%.
