I spent a week in Bali on the Sanur beach with my g/f. Our hotel pool which was 20 meters from the beach was top free. My g/f spent all afternoon at the pool top free and never had a problem. Most of the other guests were top free as well. About 75% I would guess were top free at the pool and many would walk to the beach and lay out there as well top free. My g/f felt fine and had no problem being top free.
