On our southern Caribbean cruise, we stopped at Curacao. We went to the Seaquarium beach. At the far end of the beach, most of the women (90%) were topfree. It wasn't long before my wife felt out of place and removed her top. This was her first time to go topfree in public. Most of the women here were very comfortable with going topfree. You could tell the American men walking around - all they did was stare at the women. None of the women cared. Several families were in the area. Wives, daughters, single women of all ages were topfree. My wife enjoyed herself and all she could talk about on the way back to the ship was going topfree at the next opportunity.
