I heard that you could go topless at New York State parks, and sure enough you can. I had no problems at all at Lake Taghkanic State Park in Columbia County (near Hudson). I actually talked to one of the State Police officers there and he said they can not even approach topless women to have us put our top on or even move to other part of beach. That weekend I met a family from Germany who when finding out they could, also went topless with me. All beach areas of New York State Parks...you can be topless.
