My wife and I spent a week in Tahiti. Topfreedom was common on the beach and around the pool. Some times as many as 100%, most of the time at least 50% of the women were topfree. My wife felt very comfortable going topfree and is very proud of her tan breasts. Some men and women wore thongs.
Some of the women put on tops to swim, some wore tops on the beach and took them off to swim, and some never wore tops. There did not seem to be any standard behavior. Overall, the feeling was very laid back, do whatever you felt like.
There were kayaks and outrigger canoes available. Some of the women even went paddling topfree.

I just returned from honeymooning in Tahiti with my new husband, it's a place I've been meaning to go to for years. Talk about topless freedom, that's what French Polynesia is all about!
The tourist demographic is filled with a large number of European women, all of which tan topfree on this island Paradise. There was NO PROBLEM at all being topfree from the minute I awoke in the morning and standing on the deck that surrounded our over-water cabin, snorkeling or just sunning on any beach. Didn't even raise an eyebrow.
The crystal clear water greatly enhanced my tanning experience as I floated or laid out in shallow waters. Some of the best place to snorkel, too -- spectacular! The problem was leaving the water for fear of getting sunburned to a crisp.
Dinner, and shopping were the only times I didn't go topless -- I've got a great tan to prove it too. I've read a number of description for places you list worldwide, but none seem to compare to the degree of freedom in Tahiti. There's always a slight sense of reservation in those other locations -- none whatsoever in French Polynesia.
