Most beaches are not usually designated as topfree, although the law allows for it. You can see some women (usually European tourists) sunbathing sans tops. I went to the beach by the Sheraton Hotel and removed my top. I was not actually harassed, but got a lot of staring (especially teenagers) and some guys who tried to "strike up a conversation with my breasts"...
